PHP Includes or SHTML server side includes?

Which one should I use for like the header, navigation and footer? Also, if I'm using either one of these and I'm creating the website by entering code and then opening it in a browser on my own computer (no uploading involved), will it work? Or would I have to upload my files to a server to see them?
